  1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (EDFP) and intends to apply part of the proceeds for the procurement for the Supply and Delivery of IT Equipment for Ethiopian Education and Research Network.  For this contract, the Borrower shall process the payments using the approved Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2.  The Ministry of Innovation and Technology, Ethiopian Digital Foundations Project /EDFP/now invites sealed Bids from eligible Bidders for the Supply and Delivery of IT Equipment for Ethiopian Education and Research Network as listed below;

  1. The following minimum requirement has expected from interested bidders;

Bidding will be conducted through National Competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers IPF Borrowers: Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services dated November 2020; the Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants, revised July 1, 2016. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Ministry of Innovation and Technology (MInT), Ethiopia Digital Foundations Project, Project Coordination Unit Telephone: +251-911-446582 or +251 911-791462 and inspect the bidding document during office hours from 8:30AM-12:30AM and 1:30- 5:00 PM local time from Monday to Friday before the deadline date and time.

 

  1. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 500.00 /Five Hundred Birr/ or in an easily convertible currency. The method of payment will be in cash transfer through the Bank Account No. 1000263705916 Commercial Bank of Ethiopia by the name of the Ministry of Innovation and Technology.  Once payment has transferred to the account and copy of the payment send to us through email or in person to our address indicated below, the document will be sent by e-mail or bidders can collect it in person from the Ministry of Innovation and Technology, Ethiopian Digital Foundations Project Office.

 

  1. Bids must be delivered to the address below on or before 11th November 2022, 10:00 A.M Local Time (Addis Ababa Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11th November 2022, 10:30 A.M Local Time (Addis Ababa Time).

 

  1. All Bids must be accompanied by a Bid Security of USD 5,000.00 /USD Five Thousand/ or the equivalent amount in a freely convertible currency in the form of Bank guarantee issued from commercial banks.  In the case of Bank guarantees issued from other countries other than Ethiopian Banks, the bid security should be counter guaranteed by Ethiopian Commercial Banks.

The consulting services (“the Services”) are expected to undertake Sector Assessment and Implementation Plan for Digital Technology Related Businesses /Window 2 of Component 3.1/.

 

The Ministry of Innovation and Technology/Ethiopian Digital Foundation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria includes: Core Business and Years in Business, Experience in the Specific Assignment specifically in sector assessment and implementation plan for Digital Technology Related Businesses, implementation strategies, as well as Technical and Managerial Capability.

 

SCOPE OF SERVICES INCLUDES:

 

The scope of the Sector Assessment and Implementation Plan for Window 2 of Component 3.1 is restricted to the following main aspects. The Ministry of Innovation and Technology (MInT) is planning to implement this program in the area of Information and Communication Technologies (ICTs) as a supporting mechanism for creation, growth and competitiveness of knowledge and technology-driven enterprises in the country, as well as for encouraging traditional sectors especially Micro, Small and Medium-Sized Enterprises (MSMEs) to adopt new digital technologies.

Major deliverables expected from the assignment includes;

 

  1. Methodological framework outlining the data collection methodology and timeline (interim deliverable);
  2. Compilation of information on digital businesses operating in Ethiopia
  3. Compilation of digital training initiatives in Ethiopia conducted by the government, development partners, and the private sector
  4. Documentation of interviews conducted (interviewees’ affiliation, position, date, mode of interview) and short summaries of interviews;
  5. Documentation of key findings and implications for the design and implementation of Window Two.

 

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services dated July 2016, Revised November 2017 and August 2018 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, Revised November 2017 and August 2018 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.

The consulting services (“the Services”) are expected to undertakes an Environmental and Social Management Framework (ESMF) for Ethiopian Digital Identification for Inclusion and Services Project (P-179040).

 

The Ministry of Innovation and Technology/Ethiopian Digital Foundation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria includes: Core Business and Years in Business, Experience in the Specific Assignment specifically in developing Environmental and Social Management Framework (ESMF) as well as Technical and Managerial Capability.

 

SCOPE OF SERVICES INCLUDES:

 

The assignment mainly focuses on assessing Environmental and Social Management Framework (ESMF) for the Ethiopia Digital ID Project with the aim of providing Environmental and Social Management processes and serving as a risk management instrument to ensure that the environmental and social risks/impacts of the project are properly considered during project design and implementation.  Major deliverables expected from the assignment includes;

 

  • Shall identify all the stakeholders and their responsibilities in implementing and monitoring the implementation of environmental and social mitigation measures.
  • Assess baseline scenario of the country and potential project concept documents if any, project sites, including environmental aspects, and socio-economic status.
  • Shall consider all Environmental and Social standards and requirements of the World Bank in developing the ESMF.
  • Shall identify, anticipate, evaluate, and compile significant environmental and social risks/impacts emanating from the implementation of the project.
  • Shall assess further risks/impacts of the project implementation that are anticipated both at the implementation and operation phases of the project.
  • Review the national policy framework related to environmental protection, waste management, social protection, and any other relevant documents to the project.
  • Shall propose possible cleaner energy sources such as renewable energy sources, and cogeneration where applicable in the project implementation.  
  • Interview project implementing institutions, beneficiaries, and stakeholders and solicit their views on environmental and social risk management
  • The ESMF report will include:
    1. Screening tools and checklists for various subproject-specific activities in the ESMF (siting of construction if any, monitoring of waste management, lab management, etc).
    2. Generic timeline for screening and categorization of subproject activities once potential sub-projects have been identified, development of preliminary Environmental and Social Impact Assessment (ESIA) or Environmental and Social Management Plans (ESMPs) and their consultation and approval process 
    3. Chance Finds Procedures for physical cultural properties (archaeological finds, religious structures, culturally sensitive icons, etc.) discovered or impacted during project implementation.
  • The document details the required procedures for conducting an ESIA and the requirements for environmental and social management based on the World Bank ESF and ESS and ESIA procedural guidelines of the country.  These requirements are presented on a step-by-step basis and specify tools that may be considered when engaging in the ESIA process.  Reference is made to the legislation and policies and international conventions that the country is a signatory to which will include responsibilities for clearances and authorizations, supervision, monitoring, and reporting.
  • Define the institutional arrangements for implementing the ESMF, including clear roles and responsibilities for screening/scoping of subprojects, ESIA/ESMP preparation, consultations, approval, procurement and supervision, and monitoring.
  • Detail the training requirements for strengthening capacity for environmental and social management and monitoring.
  • Define Grievance and Conflict Resolution mechanisms for disputes relating to issues arising during the implementation and operations phases of the project.
  • Accordingly, the consultant will combine the interim reports and key elements of the report into a draft report for dissemination to stakeholders by EDIDP and the World Bank. The consultant will prepare the final report, incorporating comments suggested by EDIDP and the World Bank. The Consultant may be required to participate in key follow-up discussions necessary to further disseminate and explain the findings and recommendations of the ESMF, particularly to the EDIDP, relevant regulatory bodies, and the World Bank. The draft and final reports will specifically address and include the relevant: Legal, Regulatory, and Institutional mechanisms in place with regard to the use of ESMF and conducting the ESIA by the implementing institution.
  • Undertake generic gender-specific impacts or opportunities as part of this ESMF Including how men and women may differently experience environmental and social risks and benefits in the project implementation. In general, the envisaged ESMF development often brings benefits to the project implementers and partners, including opportunities for eco-friendly economic development.
  • Prepare budget and timeframe: a detailed budget and timeframe for implementation of the ESMF for the full duration of the project. This should include the development of other ESIA/ESMPs, clearance requirements, capacity building, consultations, disclosure, etc.
  • Generally, the scope of the work shall include a description and specific activities that will be performed in order to prepare the required ESMF. This should include any proposed on or off-site visit/reconnaissance documents to be reviewed such as the original Project Appraisal Document (PAD) and Feasibility studies if any, interviews, stakeholder’s meetings, etc. If the consultant believes that additional tasks or components within a required task are necessary or warranted, these should be started and delineated as ‘optional Tasks’.

The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (“Digital Foundations”).  The Ministry of Innovation and Technology, the host of the project intends to apply part of the proceeds for selecting of individual consultants.

Ministry of Innovation and Technology as part of the project is looking for an Individual Consultant that provide technical assistance that supports the Project Implementation Unit.  Experienced individual consultants who have experience, passionate and innovative ideas for the position of Digital Business Program Specialist are invited to express their interest for the assignment.

The Digital Business Program Specialist is mainly responsible for the overall implementation support and management of Component III - Digital Business and Entrepreneurship.  

Specific responsibilities for the Digital Business Program Specialist will include, but are not limited to, the following core activities:

  • Preparing and planning the implementation of the grant/incentive programs in line with the Manual and in close coordination with the PIU, the Project Steering Committee and further stakeholders. Aspects related to transparency in the selection process, prevention and management of conflicts of interest and confidentiality are paramount. Tasks include, in particular:
    • developing timelines and implementation plans (considering findings of implementation support studies by third-party consultants);
    • forming partnerships with local actors for selection, communication and supervision activities;
    • defining the call for applications and establish the selection criteria (in collaboration with a core selection team to be determined);
    • setting up a system for tracking applications and managing requests for information, clarifications and complaints;
    • preparing templates for applications and grant/incentive management; and
    • coordinating a communication and dissemination strategy.
  • Implementation of the grant/incentive selection and award process
    • launching calls for applications, providing support to applicants and tracking grant/incentive applications
    • scheduling of meetings and documenting selection processes,
    • announcing winners of the grant/incentive programs,
    • preparing funding agreements and contracts,
    • informing not selected applicants and providing feedback,
    • engage with stakeholders including the Development Bank of Ethiopia (DBE) for the proper implementation of the windows under the component
  • Portfolio management and monitoring
    • serve as the primary contact point and liaison between the project implementers and program/project manager of all beneficiaries,
    • documenting the progress of implementation, contractual agreements, financial disbursements.
    • providing or coordinating mentoring, coaching, technical assistance during the implementation of business plans.
  • Evaluation and continuous improvement
    • identifying areas of improvement in the preparation and implementation of the grant/incentive programs;
    • evaluating the achievement of program objectives, indicators as well as financial plans with particular attention to compliance with environmental, social and governance standards in line with the principles and requirements of the Government of Ethiopia and the World Bank Group;
    • overarching quality control (e.g., review of templates and documents).

 

Ministry of Innovation and Technology now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • Advanced university degree (e.g., bachelor’s or master’s degree) in business administration, economics, social sciences or in a related discipline.
  • At least 10 years of professional experience, including four (4) years of specific experience in the management of grants/incentives and business plan competition,
  • Proven experience working with MSMEs, start-ups, digital businesses, industry associations, entrepreneurship support organizations (e.g., innovation hubs, incubators, accelerators), international donors and further relevant institutions
  • Knowledge and previous experience working on donor-funded operations is a plus
  • Knowledge of opportunities related to adoption of digital technologies by the private sector as well as major trends in the digital economy,
  • Ability to think strategically and adapt to changing project demands and needs, remaining focused on goals and objectives,
  • Highly proficient and knowledgeable in the use of current computer software tools applied for contract management,
  • Highly facilitative and collaborative leadership style and ability to develop relationships with individuals from diverse backgrounds,
  • Good communication and project management skills,
  • Strong set of personal values including integrity, honesty and desire to be of service
  • Excellent oral and written communication skills in English and Amharic

The consulting services (“the Services”) are expected to develops legal framework and guideline on Data protection and National ID.

 

The Ministry of Innovation and Technology/Ethiopian Digital Foundation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria includes: Core Business and Years in Business, Experience in the Specific Assignment specifically in developing legal framework and guideline on Data Protection and similar nature assignments as well as Technical and Managerial Capability.

 

SCOPE OF SERVICES INCLUDES:

 

The main goal of this assignment is to conduct studies on personal data protection and the National ID in Ethiopia to draft regulations, as the case may be, directives. Major deliverables expected from the assignment includes;

 

  1. The consultant/firm shall produce a study on the personal data protection eco-system in Ethiopia which shall provide analysis of the legal, regulatory, institutional frameworks, etc. The Consultant should produce a study that analyzes the current state of affairs of the protection of personal data in Ethiopia. For this purpose, the consultant shall identify relevant laws, analyze the provisions of those laws relevant to the processing of personal data,
  2. The consultant/firm shall produce draft regulation to implement the Proclamation on Personal Data Protection. This regulation should include, but is not limited to, data protection officers; Transfer of personal data to a foreign jurisdiction; on data security; Processing of personal data of a child; the rights of data subjects; on processing of personal data in general and sensitive personal data in particular; Data Controllers and Data Processors; technical and organizational measures; record of processing operations; data protection impact assessment; prior authorization and consultation with the authority; data protection by design and default; Standards that ensure that personal data processed by data controllers and data processors are done according to the data protection principles; standards which should be applied to issue code of conducts by regulatory authorities across the various sectors
  3. Regarding the National ID, the Consultant should review the draft National ID Proclamation and prepare a zero draft of a proclamation on national ID which shall serve as foundational ID.
  4. Apart from the proclamation, the Consultant should also prepare regulations on the technical standard and infrastructure which apply to the National ID. The consultant/firm shall produce draft regulation to implement the National ID Proclamation.
  5. Regulation on Implementation of National ID Proclamation:  The Consultant should produce a draft regulation which shall implement the Proclamation
  6. In both cases the consultant shall provide 3 copies of printed and softcopy of each document it produces

The shortlisting criteria include the following;

  • Bachelor’s degree, preferably master’s degree in relevant discipline (Computer Engineering, Computer Science, Systems Engineering, Electrical Engineering or related fields) 
  • At least 10+ years of related experience, including experience in management of information security teams
  • In-depth knowledge of information security and experience with risks assessment, security controls implementation and security audits notably regarding the integrity of data.
  • Practical experience on security best practices such as encryption, Digital certificates, hashing, key management, antivirus and others security technologies
  • Extensive knowledge of network technologies and architecture.
  • Strong problem-solving and communication skills to lead change and adoption of new technologies.
  • Must have at least one of the following industry recognized certifications in information security such as (CISSP, CISM, CISA). Having more than one is a plus.

National ID Program is looking for an experienced, passionate and innovative Systems Engineer to focus on systems integration and advance the NID initiative, including its ongoing pilot and full scale-up phases.

The Systems Engineer will lead all integration efforts to establish functional interfaces with internal subsystems as well as external systems and the development of additional systems for the NID program. Integration is one of the most crucial elements of the platform and integral to making the NID ecosystem a reality. A critical and timely understanding of interface specifications and implementations is expected. The role requires identifying, validating, and implementing the best sustainable integration options for the core identification platform. External systems include databases such as civil registries as well as those belonging to various sectors, including social protection, health, education, financial services, and tax systems.

 

Specific responsibilities for the Systems Engineer will include, but are not limited to, the following core activities:

  • Develop and assure quality of NID  software systems;
  • Plan and develop the NID platform interfaces;
  • Develop use cases and plan for subsequent system integration;

National ID Program as part of the project is looking for an Individual Consultant to provide technical assistance that supports the program.  Experienced individual consultants who have experience, passionate and innovative ideas for the position of System Engineer are invited to express their interest for the assignment.

National ID Program is looking for an experienced, passionate and innovative Systems Engineer to focus on systems integration and advance the NID initiative, including its ongoing pilot and full scale-up phases.

The Systems Engineer will lead all integration efforts to establish functional interfaces with internal subsystems as well as external systems and the development of additional systems for the NID program. Integration is one of the most crucial elements of the platform and integral to making the NID ecosystem a reality. A critical and timely understanding of interface specifications and implementations is expected. The role requires identifying, validating, and implementing the best sustainable integration options for the core identification platform. External systems include databases such as civil registries as well as those belonging to various sectors, including social protection, health, education, financial services, and tax systems.

 

Specific responsibilities for the Systems Engineer will include, but are not limited to, the following core activities:

  • Develop and assure quality of NID  software systems;
  • Plan and develop the NID platform interfaces;
  • Develop use cases and plan for subsequent system integration;
  • Ensure compliance of security technology suppliers, enrollment partners and relying parties to the security requirements;
  • Monitor and review the system architecture on an ongoing basis;
  • Reporting and relationship with other stakeholders;

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for additional period subject to outstanding performance of the consultant and availability of budget. The shortlisting criteria include the following;

  • Bachelor’s degree in a relevant technical discipline, including Computer Science, information systems, Computer Engineering, Systems Engineering, or related field.
  • At least 10 years and above of technical experience in IT industries, including experience in management.
  • Previous experience on at least one similar project in a technical capacity on systems integration and production of a working Identification ecosystem.
  • Conceptual and practical experience deploying MOSIP as a systems integration expert.
  • A minimum of 1-year experience working on the MOSIP platform
  • Demonstrated knowledge on integrating a central identification platform with Biometric Kits and ABIS technology
  • Having background and exposure to ID and/or ID-related programs is an advantage.
  • Experience with Open Source platforms/frameworks/systems such as Linux, Apache frameworks, Post-gres.
  • Experience and Strong knowledge of Java (JEE and Spring Framework)
  • Experience with installing and using Dev-Ops tools, examples Git, Docker, Jenkins, Ansible, etc.
  • Prior experience engaging with both public and private sector stakeholders. 
  • Prepare scheduled reports on status of all system integration and implementation activities.
  • Experience with Virtualization technology system administration such as Hayper-V, KVM and other Hypervisors. 
  • Strong familiarity and experience with suppliers and vendors in the digital identification ecosystem.
  • Familiarity or experience working on international and donor-funded projects is an asset.

Ministry of Innovation and Technology as part of the project is looking for an Individual Consultant that provide technical assistance that supports the Project Implementation Unit.  Experienced individual consultants who have experience, passionate and innovative ideas for the position of Social Safeguard Specialist are invited to express their interest for the assignment.

The Social Safeguard Specialist is mainly responsible for the overall Social Risk Management arrangements of the project/subproject and will ensure the compliance of the project/subproject to the World Bank Environment and Social Standard (ESS) and the National ES guidelines, laws, and regulations throughout the project/subproject life cycle.

Specific responsibilities for the Social Safeguard Specialist will include, but are not limited to, the following core activities:

  • Coordinate with the Federal EPA and regional EFCCC on a regular basis to support the implementation of ESMF.
  • In collaboration with the Environmental Specialist and PIU team, organize and conduct a capacity-building program on social risk management to raise awareness among E&S focal persons, officials of project implementation, Beneficiary/stakeholder institutions, and technical and management officers.
  • Coordinate with the project beneficiary and stakeholder institutions to ensure the project’s compliance with the ESMF including SALMP, GBV action plan, implementation and all social aspects of the project.
  • Communicate with the project beneficiary and stakeholder institutions to ensure gender mainstreaming, GBV Prevention and Response Action Plan, GRM process and procedure, and SEP in the implementation of project activities.
  • Facilitate the management of grievances and conflicts that arise during the project implementation on all project components based on the framework and using the GRM resolution procedures for disputes.
  • Provide specific technical advice on the social risk mitigation measures implementation on subprojects activities for the respective implementers.
  • Spearhead/coordinate the commissioning of an independent consulting firm to carry out the Project E&S performance audit on an annual basis.
  • Participate in the preparation of ToR and undertake a review of E & S screening and full or preliminary ESIA/ ESMP.
  • Advise/ assist EDFP and project implementation partners in the planning and implementation of information campaigns and community health and safety related activities, including the mitigation mechanisms on Gender-Based Violence (GBV), sexual exploitation, abuse, harassment and the transmission of communicable diseases such as HIV/AIDS, COVID 19, etc. on local communities.
  • Ensure that Project’s ESRM instruments (as deemed necessary) are translated (form & language), disclosed, and disseminated to relevant stakeholders as required.
  • Conduct field inspections/ visits to ensure adequate implementation and compliance with the World Bank ESF as well as respective ESMF, ESCP and other site-specific plans and report on its findings.
  • Ensure that Project Contractors and Sub-contractors have GBV Prevention and Response Action Plan, and Code of Conduct (CoC) informed by WB GBV Good Practice Note to maintain inclusive and safe work environment for female and male workers in the sub-projects’ implementation sites.

  • At least 5 years of experience in social development.
  • Demonstrated experience in large-scale development project management at various levels of social management activities, preferably for partner-funded infrastructure projects.

OBJECTIVE OF THE ASSIGNMENT

 

The main objective for the selection of the firm is to provide cloud architecture and digital skills training and certification for EthERNet, higher education institutions and TVET staff.

 

SCOPE OF SERVICES INCLUDES:

 

Staff at various level of the higher education institutions need to be educated in cloud architecture and digital literacy.

 

The main scope of the assignment includes;

 

  1. Provide digital skill training for 64 Universities and TVET institution staffs, and providing the relevant and accompanying certifications.

      Key Deliverables;

  • Develop Digital Skill Course Materials for Trainers (Modules, presentation, and assessments)
  • Provide E-learning digital content for participants
  • Provide Digital MOOC Assessment Exam
  • Provide digital skills training for future trainers at both higher education institutions and TVETs
  • Certify all trainees (industry certification from ICDL or equivalent)

 

  1. Provide Cloud Architect and Design and Power BI boot camp overseas trainings for 10 EthERNet professionals and providing the relevant and accompanying certifications.
  • It should be instructor led training with the exam voucher and certification
  • It should have an intensive and immersive hands-on learning environment

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Digital Foundations Project (EDFP) and intends to apply part of the proceeds for the procurement for the Supply, Installation and Commissioning of ICT Infrastructure and Datacenter for ECA.  For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

The Ministry of Innovation and Technology, Ethiopian Digital Foundations Project /EDFP/now invites sealed Bids from eligible Bidders for the Supply, Installation and Commissioning of ICT Infrastructure and Datacenter for ECA.  The following requirement has expected for the company’s participated in the bid;
  1. Must have five years' experience involving in Supply and Installation of ICT Infrastructure and Datacenter or similar nature projects.
  2. Compliance to the technical specification
  3. Must have a Minimum average annual turnover of USD 2 million or equivalent amount in other currencies, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years
  4. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: USD 1.5 million or equivalent in a freely convertible currency
  5. The bidder must have completed at least three (3) contracts within the last five (5) years, each with a value of at least USD 1,000,000.00 or equivalent that have been successfully and substantially completed and that are similar to the proposed procurement. The successfully completed similar contracts shall be documented by a copy of an Operational acceptance certificate (or) equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s).
  6. The project will be expected to be completed within 120 days.

6.     Bids must be delivered to the address below on or before 25th January 2022, 10:00 A.M Local Time (Addis Ababa Time). Electronic Bidding will not be permitted. Late Bids will be rejected. 7.     All Bids must be accompanied by a Bid Security of USD 12,500.00 /USD Twelve Thousand Five Hundred/ or the equivalent amount in a freely convertible currency in the form of Bank guarantee issued from commercial banks.  In the case of Bank guarantees issued from other countries other than Ethiopian Banks, the bid security should be counter guaranteed by Ethiopian Commercial Banks.

The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital Foundation Project (“Digital Foundations”). The Ethiopian Communications Authority (ECA) is one of the beneficiaries of the project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are expected to provide an advisory service on Analysis of Wholesale and Retail Tariffs, Potential Application of Price Caps and Establishment of a Market Analysis Unit for the Ethiopian Communications Authority (ECA).The Ministry of Innovation and Technology/Ethiopian Digital Foundation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core Business and Years in Business, Experience in the Specific Assignment specifically in telecom markets and the analysis of telecom indicators, benchmark studies on telecom pricing, development of cost models for retail and wholesale telecom services as well as Technical and Managerial Capability.

SCOPE OF SERVICES INCLUDES:

The service required under this assignment include market research and analysis, specifically on pricing; technical and advisory services, including training, and analysis of the level of competition within the telecom market, and proposed remedi1es.

1. Market Analysis of Prices, Benchmarking, and Cost Modeling for Wholesale Mobile and Fixed Termination

2. Advisory Services on Price Caps for Wholesale National and International Capacity Over Fiber Optic Cables

3. Advisory on Price Caps for Wholesale Access to Masts And Towers

4. Advisory on Price Caps for Access to Wholesale National Roaming Services

5. Assisting ECA in the Establishment of a Market Analysis and Indicators Unit

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services dated July 2016, Revised November 2017 and August 2018 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, Revised November 2017 and August 2018 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.
