Component Five: Contingent Emergency Response Component


A CERC is added to the project structure. This will have an initial zero value but may be financed during the course of the project to allow for an agile response to an eligible crisis or emergency. Adding the component in from the beginning, albeit with zero funding, provides for flexibility to respond to crises as they arise, and the project implementation manual (PIM) will be adapted to guide the utilization of this component including risk mitigation strategies. These could include, for instance, humanitarian crises which require the provision of emergency communications services to replace facilities that have been damaged, or to facilitate emergency humanitarian payments using mobile money. The primary issue at the time of writing is the COVID-19 pandemic which requires an urgent response, for instance in the form of additional broadband internet capacity for government offices, especially health centers and hospitals, and for Government employees working from home.
